A top Pakistan military official was quoted as saying Pakistan would start signing a counter terrorism pact with US President Barack Obama in Islamabad on November 26.

"During the last days, India and Pakistan signed a counter terrorism accord for the first time to help each other combat terrorism," Brigadier General (retd) Syed Saeed, the head of the Army's National Counter Terrorism Agency said as quoted by the semi-official Tolo News.

On September 18, US Secretary of State John Kerry said the US and Pakistan had agreed to create a joint military unit "that will play a key role" in battling the insurgency.

Pakistan has so far failed to crack down on militant groups including Haqqani Network, which has been active in the country's border regions.

The Pakistan Peoples Party-led government had initially offered to join a US-led coalition to fight the militants, only to later opt against it after the US moved to build a permanent base in the country.

While the US-led international coalition has been trying to quell an insurgency in the region, Pakistan has also tried to expand its footprint inside Afghanistan, particularly to counter foreign jihadists, with the aim of creating an Islamic safe zone on Pakistani soil. The country fought a long war against the Soviet-backed Soviet army with the support of the Soviets and the Chinese.

While some militant groups like Haqqani Network are still active in the country, the Pakistan army is heavily engaged in the fight against the militants, although in this particular war it does not have a permanent presence on the country's borders. The country has also been blamed for supporting Pakistan Taliban and LeT terror groups, though it claims no role in them.

Pakistan has been a major player in the region in the fight against the Taliban, which has spread across the border from Afghanistan. The militants are allied with Afghan forces, which the Pakistani army has been battling for control of the country.
